William E. (Ted) Rhinehart
William E. (Ted) Rhinehart serves as Deputy Chief Operating Officer for the Infrastructure Group of Departments which is comprised of Public Works, Watershed Management, Parks and Recreation, Facilities Management, Libraries, Peachtree DeKalb Airport, and Parks Bond and Greenspace. These departments provide county services including water and wastewater treatment, transportation and traffic engineering, road maintenance, storm water management, solid waste and recycling services, fleet maintenance, parks maintenance and leisure services, library operations, and airport and facility operations.
Ted has more than 20 years of city and county government management experience, with the cities of Bloomington, Indianapolis, Fort Wayne, Indiana, Fresno, California; and Port Orange, Florida where he managed various mixes of water, wastewater, transportation, solid waste, and fleet management operations.
Ted has a master’s degree in Public Affairs from Indiana University-Bloomington and a bachelor’s degree in Public Administration from the University of Mississippi. Ted currently serves on the Government Affairs Committee for the American Public Works Association (APWA), and is the past-president of the Georgia Chapter of APWA, and the past-president of the Indiana Chapter of APWA. He also serves on the Board of Governors for the non-profit association Alliance Francaise d’Atlanta.

The Infrastructure Group is responsible for the management of more than 250 county facilities, with more than 2,500 employees and budgets totaling more than $350 million per year. |
